外國人如何合法在台灣居留和工作？

我有個外國朋友打算來台灣開餐廳，我之前問過相關單位，他是可以合法在台灣投資，但是卻不能工作

我想請問他要如何才能合法的在台工作呢？
餐廳是他的，也只有他才有技術去開發菜色，他能投資開店卻不能工作？
這法令好奇怪
