變更與註銷登記時間點之認定

第 30 條營業人依第二十八條申請營業登記之事項有變更，或營業人合併、轉讓、
解散或廢止時，均應於事實發生之日起十五日內填具申請書，向主管稽徵
機關申請變更或註銷營業登記。
前項營業人申請變更登記或註銷登記，應於繳清稅款或提供擔保後為之。
但因合併、增加資本、營業地址或營業種類變更而申請變更登記者，不在
此限。

依據加值非加值營業稅法30條第一項 是應於事實發生之日起十五日內填具申請書，向主管稽徵機關申請變更或註銷營業登記。但第二項又規定
應於繳清稅款或提供擔保後為之

那到底是 事實發生為計算起 還是繳清稅款或提供擔保起算
