新北市土木技師公會理事長余烈：「哪有什麼柏油受力往上會裂開，這『胡說八道』嘛，怎麼可以這樣講呢？」

重話痛批國工局，新北市土木技師公會理事余烈，過去也是交通部官員，蓋過高速公路，用40年經驗判斷，五楊高架出現裂縫是一個重要警訊。

余烈：「國道三號七堵段走山，山頭滑下來，一開始前一天也是這樣，你沒有去理會呀，所以水就繼續滲進去，加速邊坡往下滑。」

實際檢視8月22日當天暴雨過後，擋土牆的排水孔竟然是乾的，這表示排水作用根本沒派上用場，另外擋土牆外，以生態工法做的鋪石溝，透水性強，水會往下蓄積在地下，一旦含水飽和路基鬆軟，最後就會造成，整個路段大面積崩塌。

余烈：「(排水溝)水泥要趕快打起來，水泥要打起來，水溝不應該做透水性的，所謂生態工法的水溝，這個小水塘應該要封起來，讓水不要往下滲。」

事實上國道平均每天車流量，約160萬輛次，其中有22到23萬的用路人，使用五楊高架，避免意外上演，前官員當烏鴉槓上國工局。
