台玻與東元合作再進一步，除了目前已經將正投產的Low-E真空玻璃彰濱廠外，雙方更看好中國東北市場，擴大合作計劃，共同投資1億美元（約新台幣30億元），在中國瀋陽設立第二座廠，初步估算，將有400萬平方米的Low-E玻璃、與60萬平方米的真空玻璃的年產能。

台玻總裁林伯實在台玻49年慶率領客戶及廠商，參觀台玻東元在彰濱工業區的Low-E真空玻璃廠，這座廠為雙方合資（持股為台玻65%、東元35%），投資7億元台幣，目前已正式投產，良率約95%。是除日本外，全球第二座達成此技術門檻的廠，Low-E真空玻璃雖售價較高，以日本為例，約每平米140元美金，但具有大量節能省電，極適高檔建築使用，目前已有土耳其的訂單。
