關於插座配電錯誤的問題'

各位先進
最近我測試一棟新大樓的公用配電插座是220V或是110V
這是平行帶圓孔地線的插座結果很意外的測到一個結果
兩平行插座的電壓是104 (應該是110v電壓)
但是對圓孔地線卻讓我出乎意料
火線對地線是188V 而中性線(水線)對地也是104
這幾乎是一個隱藏的嚴重配電錯誤
如果只使用平行插孔有104v電壓
如果接上3孔的電器則火線對地會有188v電壓
請問這種錯誤有可能在哪裡配錯線了
萬一接上3孔的電器設備例如電腦或是冰箱等等有可能出現怎樣的問題
會有火災等級的危險出現嗎?
