智利最高法院 承認獨裁時代疏失

（法新社聖地牙哥6日電） 智利最高法院今天首度承認，在已故皮諾契特（Augusto Pinochet）將軍獨裁統治的1973年至1990年間有「疏失」，但最高法院拒絕向被害者家人道歉。

最高法院院長巴列斯特羅（Ruben Ballesteros）在全院會議後發布聲明說：「我們確信，除了明白承認那個時代發生的嚴重行動和疏失外，無法採取其他態度。」

他說，用現今的眼光來看，「說（最高法院的）司法功能有疏失，清楚明白是對的」。

不到一週就是皮諾契特9月11日軍事政變40周年，數日前智利的全國法官協會向那些尋找失蹤親人、卻遭法院不予理會的人道歉。

智利法院回絕了約5000件被獨裁政權綁架或殺害者親人求助的案件，表示沒有這些人的資料。

當局認為，冷戰時代皮諾契特政權至少要為3200件命案和3.8萬件酷刑負責任。

參與今天最高法院全院會議的最高法院前院長胡伊卡（Milton Juica）告訴記者，會議考慮過道歉，但決定道歉應以更「個人的」形式為之。

智利司法部門沒被皮諾契特接管，當時決定關閉國會、審查媒體的是智利的法院。
