中央氣象局昨下午四點十分對台南市發出超大豪雨特報，台南市長賴清德在廿分鐘後宣布晚間停班停課，他表示，連日豪雨災情頻傳，為安全起見，才會趕在晚班民眾上班前決定放假。但有議員指出，賴清德原本「鐵齒」，前幾天挨批後終於「學乖了」。

中央氣象局八月廿八日上午八點卅分對台南市發出超大豪雨特報，台南市長賴清德隔天上午十一點才宣布停班停課，遭民眾當面嗆聲「當什麼市長？」

台南市昨下午再被列入超大豪雨地區，賴清德沒多久就宣布晚間停班停課，許多網友在他的臉書按讚「市長好棒！」

「早就該這樣了（及早宣布停班停課）」，有議員表示，中央氣象局早就示警，賴清德卻堅持己見，不肯放颱風假，「簡直把自己當成神」；被罵了幾天後從善如流，接受氣象局的專業，「歡迎賴市長回到人間」。

「沒有任何政治考量」，賴清德解釋，宣布停班停課與是否被罵完全沒關係，純粹是因台南市連日豪雨，各地災情頻傳，經不起再一次超大豪雨，同時也將災害應變中心提升為一級開設並宣布放假。
